WHO WE ARE

Money laundering and the financing of terrorism are major concerns for the EU. They pose significant risks to the EU economy, to the integrity of the EU financial system and, even more importantly, to the security of its citizens.

   
The Anti-Money Laundering and Countering the Financing of Terrorism Authority (AMLA) was established in June 2024 as a new European Union body to safeguard the European Union’s financial system and its citizens against money laundering and terrorist financing. It is located in Frankfurt am Main, Germany and will expand to over 400 staff members by the end of 2027. 
AMLA’s key responsibilities include: 

  • Directly supervising selected financial sector entities that operate on a cross border basis and present a high risk of money laundering and terrorism financing, as well as indirectly supervising other entities in the financial and non-financial sectors   
  • Supporting and coordinating the activities of Financial Intelligence Units (FIUs) by, for example, facilitating the joint analyses of cross-border cases, enabling information exchange, providing capabilities, advanced data analytics and managing the FIU.net information system 
  • Complementing EU Anti-Money Laundering (AML)/Countering the Financing of Terrorism (CFT) rules by developing regulatory and implementing technical standards and issuing guidelines

YOUR ROLE

Are you a qualified professional currently employed by a national, regional, or local public administration, or by a public intergovernmental organisation (IGO), and interested in the possibility of being seconded to AMLA?

As an SNE you will serve a dual role: you will bring your expertise to AMLA and take back to your home administration the knowledge acquired during your period of secondment, fostering mutual exchange and strengthening cooperation between AMLA and its partners.

QUALIFICATIONS AND OTHER REQUIREMENTS

Eligibility criteria

To be considered eligible for secondment, you must satisfy all the following requirements: 

General conditions 

  1. Be nationals of a European Union or EFTA Member State or a country with which AMLA has decided to open accession negotiations, and which has concluded a specific agreement on staff secondments except where the Executive Director grants derogation.  
  2. Be employed by an international, national, regional or local public administration, or by a public intergovernmental organisation (IGO) [1].  
  3. Have worked for your employer on a permanent or contract basis for at least one year before the secondment and shall remain in the service of that employer throughout the period of secondment.  
  4. Have at least one (1) year full-time experience in administrative, legal, technical, advisory or supervisory functions. 
  5. Have a thorough knowledge [2] of one of the European official languages and a satisfactory knowledge [3] of another European official language to the extent necessary for the performance of your duties. 
  6. Meet the character requirements needed for the duties involved (e.g. an affidavit to the effect that you have no criminal record). 

 

Education  

Candidates must have a level of education that corresponds to completed university studies of at least three years, attested by a diploma. Only diplomas that have been awarded in EU Member States [4] or that are the subject of equivalence certificates issued by authorities in the said Member States will be taken into consideration. 

[1] “Public administration” means all State administrative services at central, federal and regional level, comprising ministries, government and parliament services, the courts, central banks, and the administrative services of local authorities, as well as the decentralised administrative services of the State and of such authorities. The Executive Director may also authorise the secondment of an SNE whose employer is an independent university or research organisation which does not set out to make profits for redistribution or is in fact part of the public sector.

[2] Equivalent to C1 level in all dimensions as defined in the European framework of reference for languages

[3] Equivalent to B2 level in all dimensions as defined in the European framework of reference for languages

[4] Diplomas obtained in UK before 31/01/2020 are automatically recognised and are thus not subject of equivalence certificates.

APPLICATION, SELECTION & RECRUITMENT PROCESS

3. The shortlisted candidate(s) will be invited to an online interview to discuss the suitability for the role as well as mutual expectations and opportunity to enhance collaboration with your organisation. 
4. The selected candidate will be requested to complete a declaration of interest.  
5. The secondment shall be established by an agreement between the Executive Director as Appointing Authority, the SNE and the SNE’s employer.

This position requires access to sensitive EU classified information. Selected candidates may undergo a security clearance process in accordance with EU and national regulations. Failure to obtain clearance may result in disqualification. By applying, you consent to this process.
