WHO WE ARE
Money laundering and the financing of terrorism are major concerns for the EU. They pose significant risks to the EU economy, to the integrity of the EU financial system and, even more importantly, to the security of its citizens.
The Anti-Money Laundering and Countering the Financing of Terrorism Authority (AMLA) was established in June 2024 as a new European Union body to safeguard the European Union’s financial system and its citizens against money laundering and terrorist financing. It is located in Frankfurt am Main, Germany and will expand to over 400 staff members by the end of 2027.
AMLA’s key responsibilities include:
- Directly supervising selected financial sector entities that operate on a cross border basis and present a high risk of money laundering and terrorism financing, as well as indirectly supervising other entities in the financial and non-financial sectors
- Supporting and coordinating the activities of Financial Intelligence Units (FIUs) by, for example, facilitating the joint analyses of cross-border cases, enabling information exchange, providing capabilities, advanced data analytics and managing the FIU.net information system
- Complementing EU Anti-Money Laundering (AML)/Countering the Financing of Terrorism (CFT) rules by developing regulatory and implementing technical standards and issuing guidelines

YOUR ROLE
You will work in a dynamic start-up environment and your role will contribute to the success and growth of AMLA. It will offer opportunities to make a meaningful impact. Key responsibilities for this role include:
- Prepare project plans for IT solutions and services in close collaboration with IT and business management, considering priorities and resources.
- Ensure that project deliverables services (e.g. product maintenance) are delivered on-time, within scope, quality and budget.
- Perform all project management duties, including: initiating, planning, managing execution, monitoring and closing projects encompassing resource management, finance management, quality management, control management and business continuity management;
- Manage the relationship between business and technology at project level;
- Maintain effective information sharing and co-operation with internal and external stakeholders, including regular progress reporting;
- Participate in and contribute to procurement and contract management activities in coordination with the procurement team;
- When required, perform business analysis, e.g. defining user needs, specifying requirements, performing quality assurance or training users as required;
- General project administration: files/deliverables management, change management, keeping documentation sets up to date, tracking resources consumptions, etc.
The successful candidates might be required to perform other duties as necessary under the responsibility of their line manager according to the evolution and development of AMLA’s structure and activities.
QUALIFICATIONS AND OTHER REQUIREMENTS
Eligibility criteria
To be admitted to the selection process you must meet the following eligibility criteria on the closing date for application and on the date of filling the vacant post:
- Work in an EU decentralised agency, in an EU executive agency or in an EU joint undertaking as a Temporary Agent 2(f) and be employed in a function group and grade corresponding to the bracket AD 7 – AD 9.
As a general rule, candidates should have served at least for two years in their agency before moving and any decision derogating from that principle shall be taken jointly by the two agencies concerned, having regard to the interest of the service of both agencies.
Essential Criteria
To be considered for the assessment phase you must meet the following essential criteria on the closing date for applications:
- At least 5 years proven professional experience in managing IT projects (applications and/or infrastructure) including maintenance/package customisation and having multiple phases;
- Work experience in the software development lifecycle, from requirements definition, development, testing until implementation and user support;
- Work experience in drafting technical specifications for procurement procedures and vendors evaluation;
Professional experience in coordinating project teams;
- Sound knowledge of project management methodologies (waterfall and agile) and best practices, as shown by international accredited certification in the area of project management (such as PM2, PMI, PgMP, PRINCE2, Scrum or equivalent).
Desirable Criteria
The following criteria are considered as nice to have:
- Expertise in business analysis and development of business cases as demonstrated by training or professional experience;
- Professional experience in managing contracts with external providers development and/or maintenance.
Interpersonal Skills
Success in this role depends on strong interpersonal skills, which will be evaluated during the assessment phase :
- Manage projects/processes: Oversee large-scale or multi-stream projects/processes from planning to completion, managing interdependencies, risks, and outcomes. Lead business transformation initiatives; design and embed process improvements.
- Problem Solving and Critical Thinking: Proactively addresses systemic issues and designs solutions that are sustainable and scalable. Synthesises complex information, challenges assumptions, and frames decisions with a long-term view.
- Collaboration and Stakeholder Management: Works well within teams and contributes to cross-functional projects. Builds relationships, mediates conflicts, shares expertise across levels, contributes to cross-functional initiatives. Navigates complex institutional environments, understanding formal structures and informal dynamics.
- Communication: Translate complex information for a range of audiences through clear reporting, documentation, presentations. Influence policy and strategy through clear, convincing communication tailored to senior audiences.
